I didn’t really pay any attention to what the hell you wrote in that report you submitted to the mayor, but I finally read it while all you bludger bums were sleeping. I suppose for a non-professional, it wasn’t too big a turd. Still, attached is one we should keep secure, for internal records only. If we really do want to yakka with the pigs, ‘n’ actually burl to improve, I suppose some sort of after action report should be necessary. Since we never actually review anything, unlikely to matter, but here is a fucking template if you want one. Or an example, since it’s actually completed. God knows I wrote plenty of the fuckers in the past. I tried to modify one from memory, ‘n’ turn it less from a combat action review into a pigs action review. I think it sucks but the assessments, well, we should keep those internal, don’t think they would play well with the peeps, especially that newsie I should have fucking offed. In all bleeding honesty, this is only filled out from my perspective. Typically, it would be completed by the team, with ridgy-didge assessments. Not sure that will ever yakka around here with this lot of bloody wankers, too much arrogance to actually learn. Do whatever the root you want with it. Delete it, burn it, build a template or whatever. Bake a blooming pie with it, I don’t give a crikey. I kept it short ‘n’ sweet because I bloody well hate paperwork. Aligning exercise objectives and core capabilities provides a consistent taxonomy for evaluation that transcends individual exercises to support preparedness reporting and trend analysis. Table 1 includes the exercise objectives, aligned core capabilities, and performance ratings for each core capability as observed during the exercise and determined by the evaluation team.

Apprehension and Detention of Suspects
The strengths and areas for improvement for each core capability aligned to this objective are described in this section.
Strengths
The limited success of this capability level can be attributed to the following strengths:
Strength 1: Several Circus Operatives were terminally detained due to physical attributes and individual combat actions combined with sub-team cooperation of UDF Team Alpha (Ghost Venom, Rook, Silver Spider).
Strength 2: Additional Operatives were temporarily distracted by diversionary tactics of UDF Team Beta (Arctic Prince, Titan)
Strength 3: Expedited transport services to primary and secondary detention facilities for terminated operatives by Team Charlie (Gleam Shimmer) upon completion of tactical operation.
Areas for Improvement
The following areas require improvement to achieve the full capability level:
Area for Improvement 1: Full team communication during tactical engagement failed to achieve necessary levels for adequate cooperation of all team members.
Analysis: Multiple root causes provide insight into the sub-standard performance of UDF Alliance team response to the desired level of apprehension and detention of criminal operatives. UDF team members lack training on tactical unit operation and cooperation. Team members lack detailed training time and conversant understanding of standard communication protocols. UDF alliance also does not have a developed command and control for unit or sub-unit leadership.
Area for Improvement 2: Multiple suspect operatives eluded apprehension. No suspected operatives were apprehended with viable life functions necessary to provide additional intelligence gathering opportunities.
Analysis: The UDF alliance team, while successful in achieving immediate objectives of terminating the suspected adversarial combat operation and attack, failed in the inherent policy of policing, to capture criminal operators with viable life functions for further intelligence questioning and judicial punishment. Similar root cause on tactical leadership, cooperation, and communication provide for understanding of this sub-optimum outcome. In addition, lack of proper training in desired policing outcomes will continue to result in less than standard performance in attainment of these objectives.
Protection and Rescue of Civilians
Strengths
The moderate success of this capability level can be attributed to the following strengths:
Strength 1: Team Alpha successfully rescued nearly twenty-five civilians from out of control under-terrain vehicles through a combination of individual flight and strength capabilities.
Strength 2: After dispersal of Circus operatives, transportation of civilian casualties and former hostages expedited by Team Charlie’s trans-dimensional capabilities.
Areas for Improvement
The following areas require improvement to achieve the full capability level:
Area for Improvement 1: UDF failed to protect civilians from becoming hostages to Circus operatives, which resulted in need to rescue hostages in combat like situations.
Analysis: If the team is to become a true protective force instead of a reactive force, more proactive research, surveillance and community interaction is required. This could prove difficult given the need for secrecy and protection of identities and is currently at odds with the basic personalities of many team members.
Area for Improvement 2: Hostages feared UDF nearly has much as they feared their captors. Followed directives out of fear instead of understanding based on good public relations or clear communication.
Analysis: UDF Team Alpha failed to communicate effectively during high tension scenarios with hostages. High stress environments are difficult in hostage situations. Hostages have already endured extreme difficulty and will not be processing new stress events with optimum efficiency. Communication attempts by untrained personnel will almost necessarily fail, potentially resulting in increased casualty ratios. Public personas of personnel contribute to preconceived notions held by hostages and can also contribute to lack of understanding. Highly recommend UDF personnel accept negotiation and stress reduction communication training.
Intelligence Gathering and Surveillance Operations
Strengths
The limited success of this capability level can be attributed to the following strengths:
Strength 1: Code breaking analysis. Research capabilities and informational knowledge of certain team members allow for creative jumps in code analysis.
Strength 2: Geographical research. Research techniques, technical analysis by team designed equipment, and creative application of cultural information often leads to appropriate determinations of likely targets.
Areas for Improvement
Strategic threat analysis
Area for Improvement 1:
Tactical intelligence gathering and response
Analysis: Continued improvements in automatic threat response and surveillance by Apex will continue to assist in developing future assets. Manual human research and HUMINT capabilities should be developed as possible within the community. Enhanced training in human behavior analysis, especially in the area of criminal behavior and psychology may offer additional enhancements to future capabilities for certain team members.
Area for Improvement 2:
Analysis: Improved communication at the tactical level amongst team members should be emphasized. Special abilities of team members that emphasize tactical intelligence gathering should be further utilized and special communication protocols for distributing such intelligence in minimal form should also be developed.
